The Mishnah's concepts of min and apikoros are already an attempt to deny the Jewishness of some self-described Jews. Later Rabbis such as Maimonides with his 13 principles of faith also delineated who was a Jew. These don't have the same political overtones but still. Today, patrilineal Jews and those with conversions not considered valid may be excluded from some Jewish communities and considered non-Jewish.
Of course this was going to get politicized sooner or later.
